What are the PLCB Supplier/Maker Label Requirements

The Pennsylvania Liquor Control Board (PLCB) requires all suppliers to follow strict case labeling guidelines. Failure to comply may result in chargebacks, which are the responsibility of the supplier. Please review the requirements below to ensure your shipments are accepted without issue. Please review this information carefully here and below. 

Required Label Elements

  • Shipping Container Code (SCC):
    Each case must display an EAN/UCC-14 barcode that is readable on two adjacent sides.

  • PLCB Item Code Number:
    Must appear on one end of each case.

  • Product Description:
    Include a brief description with brand name, size, proof, or vintage on one end of the case.

  • Universal Product Code (UPC):
    A UPC must be displayed on one end of the case.

  • Freshness Date:
    If the retail unit shows a consumer-readable freshness date, the case must also include this information.

Label Size & Placement

  • Labels must be no smaller than 4 x 6 inches and no larger than 8.5 x 11 inches (URBN guidelines).

  • Barcodes should not be folded around the edges of the carton.

The PLCB recommends that new vendors confirm label specifications with them via the eMarketplace before shipping.

Palletization Requirements

  • Cases must be stacked on pallets.

  • Do not place cases inside master cases.
