How to Go Live by State

Going live on LibDib takes seven steps: sign up, complete compliance, meet each state's requirements, price your offerings, set up LibShip, fulfill orders and get paid. This article walks through each step for every LibDib market.

Please note: This information is a guideline for entering each state. It is not legal advice. For specific compliance and legal questions, please seek independent legal counsel.

Step 1: Sign up at LibDib.com

A few setup steps get your account, permits and offerings ready for distribution. Completing them accurately and in order speeds up approval.

  1. Create your LibDib account.
  2. Pick a Membership (Gold, Silver or Access) and enter your payment information. See the LibDib Membership Plans for a side-by-side comparison.
  3. Upload your licenses and permits.
  4. Add your brand and offerings.
  5. Set the price for your offerings and submit them.

Brand new to distribution? We highly recommend Gold, Silver or Priority Onboarding so you can have the assistance of a Portfolio Manager.

Pro tip: Have Buyers waiting or a deadline for an event? LibDib approves offerings on a set schedule by market. If you need approval outside that schedule, consider Priority Onboarding.

Step 2: Complete compliance for all markets

Every Maker must provide federal and home-state documentation before products can go live in any market. Complete documentation means faster approvals and smoother order processing.

Required from all Makers, in all states:

  • A copy of the TTB license for your distillery or winery
  • Your home state license
  • A FedEx Alcohol Shipper's Agreement (see Step 5)
  • LibShip Certification

Using an importer? Work with your importer (for example ASE, MHW or Park Street) to get their TTB and home state license information for onboarding.

Using a co-packer or contract distillery/winery? LibDib needs the license of whoever gets paid. If the co-packer still owns the product at the time of purchase, provide the co-packer's license.

Pro tip: Enter your TTB license, home state license and FedEx Alcohol Shipper's Agreement once in your Maker Profile under Compliance (left-hand menu). The information copies to every market.

Send all correspondence to LibDib headquarters only:
LibDib, aka Liberation Distribution, LLC 1901 S. Bascom Ave, Suite 1310 Campbell, CA 95008

If a state permit or license application asks for a distributor address in that state, use the market-specific licensing address for that state.

Step 3: Meet each State's Requirements and Complete the Market Agreement

Each state has its own permits, registrations and processes. Review every state where you plan to sell so your approvals aren't delayed.

Pro tip: Open the Compliance tab within each market to enter permit numbers and upload state-specific documents under "Additional Market Specific Permits." You'll also find the Market Agreement there. You must review and accept it before any products can go live in that market.

In every state below: in-state Makers provide a copy of their state alcohol license, and out-of-state Makers provide a copy of their home state alcohol license. Additional requirements are listed by state.

California

Colorado

Connecticut

  • All Makers: Register each brand and get a brand registration number. This is the Maker's responsibility. See Connecticut DCP brand registration.
    • When registering, add the Brand name AND Label name as the description (for example: Juice's Distillery/White Whiskey).
    • Fees: $200 per brand for out-of-state Makers; $15 per brand for products made in Connecticut by a Connecticut manufacturer.
  • All Makers: Register each product and appoint a distributor through Connecticut's eLicense Portal. Connecticut requires an individual permit holder, so LibDib's CEO, Cheryl Durzy, is the licensee when you appoint LibDib.
  • All Makers: Price post to wholesalers (Maker price) by the 6th of each month. Posting can take up to 30 days.
  • All Makers: Products are subject to size restrictions. State law requires all sales to wholesale and retail to be in exact quantities.
  • Out-of-state Makers: Out of State Shipper Permit.

Florida

Illinois

  • All Makers: Register each product and appoint LibDib as the distributor on the Registration Statement (the last page of the Non-Resident Dealers application). You can also do this later in MyTax Illinois: Accounts > LLC > Brand Registration.
  • Out-of-state Makers: Non-Resident Dealers License from the Illinois Liquor Control Commission.
    • For "Geographical Territory," enter specific cities/counties or "Entire State."
    • Email the form to compliance@libdib.com for signature before you submit it.

New Jersey

  • All Makers: Register each brand through the New Jersey ABC POSSE system and get a brand registration number. You'll need LibDib's New Jersey License Number: 3405-23-108-001.
    • Add the Brand name AND Label name as the description (for example: Juice's Distillery/White Whiskey).
    • Your products must have an approved New Jersey brand number before LibDib can price post them.
  • All Makers: All New Jersey offerings must be price posted, which can take up to 45 days. After you price offerings in the New Jersey market, LibDib's compliance team will follow up with any product-specific steps.

New York

  • All Makers: All New York offerings must be price posted, which can take up to 60 days. After you price offerings in the New York market, LibDib's compliance team will follow up with any product-specific steps.
  • Distilleries only: All spirits need a New York State Liquor Authority (NYSLA) Brand Label Registration. LibDib submits it for Makers who appoint us as their Brand Agent.
    • Under 1,000 gallons a year: no additional New York license is needed for LibDib to list and sell your products.
    • Over 1,000 gallons a year: products are subject to NYSLA Brand Label Registration fees.

Pennsylvania

Pennsylvania is a control state. The Pennsylvania Liquor Control Board (PLCB) acts as both distributor and retailer, and LibDib acts as a broker. LibDib is paid a tiered percentage for brand presentation, negotiation and fulfillment.

LibDib submits products to the PLCB for:

  1. Premium Product Management and One Time Buys
  2. Regular Stock listings, twice a year

To submit offerings, contact your Portfolio Manager (Gold/Silver) or makers@libdib.com. For the state's process, see the PLCB Policies and Procedures for Vendors.

Utah

Utah is a control state. The Utah Department of Alcoholic Beverage Services (DABS) acts as both distributor and retailer, and LibDib acts as the vendor. LibDib applies a tiered percentage markup for brand presentation, negotiation and fulfillment.

LibDib submits products to DABS for quarterly listings. See Utah DABS New Item Listings for the current listing cycle. To submit offerings, contact your Portfolio Manager (Gold/Silver) or makers@libdib.com.

Wisconsin

Step 4: Price and submit your offerings

Your pricing affects your margins, Buyer interest and how quickly you go live.

  1. Follow the LibDib Pricing Guide to set your wholesale pricing.
  2. Submit your offerings. The LibDib team reviews them and approves pricing on a set schedule.
  3. You'll receive an email once your offerings are approved and live in a market.

Gold, Silver and Priority Onboarding members can ask their Portfolio Manager to prioritize approval.

Pro tip: Have a special event, tasting or Buyer deadline? Email makers@libdib.com right away. Rush approvals are possible with Gold, Silver or Priority Onboarding. The more lead time you give us, the more likely we can help.

Step 5: Set up LibShip

LibShip is LibDib's required shipping program, and your LibShip account must be active before products go live.

  1. Get a FedEx Alcohol Shipper's Agreement. The process takes about two weeks.
  2. Enter your shipper's permit number in the Compliance section (in your Maker Profile, or in each market).
  3. Set up and activate your LibShip account.
  4. Complete the LibShip Training Certification. Certified Makers are far less likely to have breakage or shipping errors.

Pro tip: Write "LibDib Maker" on your FedEx application for speedier service. If it takes more than two weeks, email libship@libdib.com.

Pro tip: The FedEx Alcohol Shipper's Agreement is tied to your "ship from" location. If you ship from a 3PL or importer's warehouse, they may already have one.

All orders must ship through LibShip, either to LibDib's licensed warehouse or, in non-at-rest markets, directly to the account. Orders shipped outside LibShip will be returned, and you'll be responsible for all related fees and shipping costs. Gold Members may be eligible for exceptions when sending inventory to LibDib's warehouse; check with your Portfolio Manager.

Step 6: Fulfill orders

When a Buyer places an order, you'll receive a Fulfillment Order (FFO), LibDib's version of a purchase order. You're notified by in-app alert and email, and SMS can be turned on too.

  1. Log in to your LibDib account to see the order details: the Buyer, the products purchased and delivery instructions.
  2. Download your LibShip labels from the order.
  3. Ship to the "Ship to Location" shown on the ORDERS tab and on the FFO. LibShip labels are pre-filled with the correct address.
  4. Get your shipment to FedEx: drop it off at a FedEx location, add it to your regular FedEx pickup, or schedule a pickup (which may cost extra).

Shipping to the right location is your responsibility. Incorrect shipments are returned at your expense and must be reshipped. Gold Makers shipping to LibDib's warehouse outside of LibShip should confirm the address with their Portfolio Manager.

LibShip billing: LibDib bills you monthly for LibShip labels and any pickup fees, separately from your product payments. LibDib may deduct unpaid LibShip fees from amounts owed to you.

You can track sales anytime in your depletion reports.

Step 7: Get paid

LibDib pays Makers on 60-day terms, starting the day the order ships.

  • Invoice us: Email every invoice to invoices@libdib.com.
  • Payment method: LibDib pays through Bill.com.
  • Deductions: If LibShip bills or other payables to LibDib are outstanding when payment is due, LibDib deducts them from your payment.
  • Set Up Bill.com

You only need to do this once. After that, every payment arrives automatically.

    1. Go to LibDib's Bill.com network page: https://app01.us.bill.com/neo/network/libdib
    2. Sign in to your Bill.com account, or create a free one.
    3. Connect with LibDib.
    4. Enter your bank information so you're paid by ACH direct deposit. ACH is faster and more reliable than a paper check.

Go Live checklist

  • Set up your LibDib account
  • Pick a Membership
  • Upload your TTB license
  • Upload your home state license
  • Review each state's individual requirements
  • Set up your FedEx account and Alcohol Shipper's Agreement for LibShip
  • Complete LibShip Certification
  • Price and submit your offerings in each market
  • Watch for the email confirming your offerings are live

Once these are done, you're ready to sell. Welcome to LibDib, and thank you for trusting us as your distribution partner.

How much does LibDib cost?

When an item sells, some costs are built into the Buyer's price and others are billed back to you.

Built into the wholesale price (calculated automatically on LibDib):

  1. Excise taxes, which vary by market.
  2. Dock and Delivery fee of $12 in at-rest markets, where applicable. Fees are negotiable for multiple cases delivered to the same Buyer. In non-at-rest markets, a $10 per case fee applies if the order is pulled from inventory for consolidation or delivered by LibDib from a warehouse.
  3. LibDib markup on the Net Sales Cost, based on your membership.

Billed back to you: the first leg of shipping (LibShip or LibShip Freight, plus any fuel surcharges). In markets where LibShip is the only leg of shipping, no Dock and Delivery fee is added unless it is shipped from warehouse inventory.

In your pricing view, the "Maker Price" is what LibDib pays you and the "Selling Price Per Case" is what Buyers see. For more detail, see How Much Does LibDib Cost?
